50 <br /> Detention Center Staffing Analysis Orange County, NC <br /> 3. Staffing Analysis <br /> This chapter will analyze the fixed post staffing plan for the Orange County Detention <br /> Center (OCDC). This will include an overview of each post, hours of operation, and <br /> identification of total staffing need based on officer net annual work hours. <br /> Fixed Post Staffing Plan <br /> This section will provide an overview of the recommended fixed post staffing plan. A <br /> fixed post staffing plan identifies each of the posts (positions) in the jail and the hours of <br /> operating. The analysis, findings, and conclusions present a significantly different <br /> recommended staffing and operational approach than current deployed in the Detention <br /> Center. <br /> (m) Station the Housing Officer in the Housing Vestibule <br /> The design of the Detention Center is an indirect supervision model where the housing <br /> officer is not stationed in the housing unit and directly supervising detainees. Officers <br /> conduct standard and irregular housing unit and detainee checks and meet minimum <br /> visual checks per statue. When officers are not directly present in the housing unit, <br /> supervision of the unit is remotely via cameras through observational Control Tower <br /> (which also has a direct line of site from the control tower into the unit) and by staff in <br /> booking who have direct video feeds from the housing unit cameras. When officers are <br /> not in the housing unit, they were observed to primarily remain in the booking area or <br /> records area behind the booking desk. Officers are generally only in the housing units <br /> when they are making their required rounds, detainee counts, pill pass, meal distribution, <br /> or when they escort an individual to/from the unit. The current approach is not ideal and <br /> should be modified. <br /> At current population levels, it is recommended to station two officers in the housing <br /> vestibule that is immediately adjacent to the housing units. This will require the creation <br /> of two workstations in this space. In the event that average daily population levels <br /> increase and remain greater than 100, then three staff should be posted in this area. <br /> Officers should be located in close proximity to the housing units they are tasked with <br /> supervising. By moving officers to this physical location, it will improve security of the <br /> facility, improve proactive communication with detainees, and improve response times <br /> during critical incidences. Also, this modification will help stagger housing unit checks <br /> and create more irregular checks. This irregular schedule is important to maintain <br /> security and will also reduce the need for officers to say they will have to get back to a <br /> Matrix Consulting Group <br />
