This can be accomplished by implementing the <br /> following changes: <br /> • Ensure that the outdoor recreation yard and adjacent unsecure exterior areas are <br /> searched during each shift and throughout the shift, on variable schedules. <br /> • The recreation schedule should be sporadic so that it is not publicly known when <br /> recreation will occur. <br /> • With the recommendation to redeploy staff throughout the facility, increase the <br /> frequency of detention officers coming through the housing units and recreation <br /> yards while detainees are utilizing the recreation yard. <br /> The implementation of these operational changes will give the OCDC the ability to expand <br /> outdoor recreation opportunities. <br /> (5.4) Detainee Direct Supervision <br /> While there are benefits and disadvantages to the direct and indirect supervision of <br /> inmates in a jail facility, the predominant and progressive thinking is that direct <br /> supervision advantages outweigh the detriments. According to Lexipol co-founder <br /> Gordon Graham, "Direct supervision jails are not new, but some people still don't get the <br /> concept, which is about modifying inmate behavior and staff being in control"15 <br /> However, the design of a correctional facility can impact its ability to execute these <br /> supervisory models. The Sheriff's recently constructed Detention Center was built on a <br /> philosophy of indirect supervision, whereby a secure 'Control Tower' oversees, through <br /> windows, the detainee housing units. This does not suggest, however, that various direct <br /> supervision protocols cannot be regularly and effectively executed, particularly if <br /> Detention Officer personnel have available time. According to an important article written <br /> for Correctionsl, the following was noted.- <br /> At the county jail I work in, we made a drastic switch from direct supervision <br /> to indirect housing units. The effects were actually profound if one pays <br /> attention to all the idiosyncratic tenants of psychology.
