38 <br /> Detention Center Staffing Analysis Orange County, NC <br /> As discussed in a separate chapter, Net Annual Work Hours (NAWH) should be <br /> considered in fixed post deployments. Excluding the part-time position, NAWH of 1,862 <br /> per year translates into an average staffing contingent of 3.4 transport officers instead of <br /> the authorized 4 positions. To ensure a very high likelihood of 2 officers always being <br /> available, a fifth position should be authorized. Transportation D.O. positions, when not <br /> providing transport services, should augment security in the OCDC facility to include <br /> visitation areas, program areas, rover position, etc. <br /> As it relates to addressing other potential staffing issues in transportation, current data <br /> does facilitate deeper analysis. Present data only shows number of IVC trips, whereby <br /> averages show 2.54 trips per day with a potential average trip length in a 12-hour shift <br /> period of 4.73 hours. These metrics point to current adequate staffing levels; however, if <br /> further staffing refinement is desired, the following data should be captured: <br /> • Transports performed beyond IVC. <br /> • Number of detainees transported per trip by (risk) classification. <br /> • Number of miles per transport and total hours per transport. <br /> • Number of transport officers assigned per transport. <br /> • Percentage of IVC reimbursements collected to determine cost effectiveness of <br /> transport services. <br /> With these data, as number of transports change from year-to-year a more informed <br /> decision can be made with respect to Transportation staffing levels. <br /> Recommendations: <br /> #15: The current Transportation Corporal is not yet authorized for the Detention Center <br /> and should be a full-time equivalent certified (deputy) Corporal position permanently <br /> assigned to OCDC. <br /> #16: Increase transport officer staffing levels from 4 to 5 positions. <br /> #17: Capture additional transportation data as discussed in this report. <br /> #18: Maintain authorized Jail Cook staffing of four positions consistent with the current <br /> staffing pattern.
