36 <br /> Detention Center Staffing Analysis Orange County, NC <br /> other duties as assigned. This position, at the time of this report, was in transition <br /> to an Administrative Assistant from a light-duty Detention Officer. There are two <br /> options associated with this position: <br /> - Given the described roles and responsibilities, a permanent assignment of <br /> an Administrative Assistant job classification would be appropriate. <br /> Alternatively, the position could serve as a permanent assignment for any <br /> Sheriff Office personnel currently assigned light duty, given that the job <br /> responsibilities are not particularly complicated. To implement this <br /> approach effectively, there must be an adequate number of light-duty <br /> incidents (and therefore staff on light duty)to ensure this position is always <br /> staffed. <br /> • The kitchen's Jail Cook Supervisor and Jail Cooks begin a staggered eight-hour <br /> schedule that begins at 4 a.m. Staff order food and supplies and oversee the <br /> preparation of two hot and one cold meal each day for detainees (consistent with <br /> State standards). Staff are also responsible for maintaining kitchen cleanliness. <br /> All four authorized Jail Cook positions are currently filled after one vacancy which <br /> was augmented with overtime or by a Detention Officer assisting in non-food <br /> preparation activities. An examination of overtime by kitchen staff as previously <br /> described in this report shows that the Jail Cook Supervisor had 115 hours <br /> annually while each Jail Cook averaged 79 hours. While this level of overtime is <br /> not significant, in order to maintain food quality and avoid any diversion of <br /> detention staff, the current staffing contingent of 1 supervisor and 4 jail cooks <br /> should be retained. <br /> (4.3.2) Transportation <br /> A Deputy Sheriff II (Corporal) is assigned oversight of intra/inter-county transportation <br /> duties and responsibilities. Tasks include managing detainee transport schedules, billing <br /> out-of-county transport services, facilitating involuntary commitment (IVC) transport to <br /> hospitals, transporting to long-term facilities and detention centers, performing transport <br /> coordination, processing Writ-related transport, serving new warrants to in-house <br /> detainees, and providing work direction to transport officers. This team is not responsible <br /> for transports between the Jail and the Orange County Courthouse, which is the <br /> responsibility of the Courthouse Deputies. <br /> Detention Officers are assigned to Transportation work in two teams of two personnel <br /> operating from 6 a.m. — 6 p.m. Transportation personnel perform all manner of in-county <br /> Matrix Consulting Group <br />
