34 <br /> Detention Center Staffing Analysis Orange County, NC <br /> Corporal and Sergeant positions should be refined to reflect specific and differentiated <br /> key duties and responsibilities. <br /> The job description for the Corporal position should be refined to include, but not be <br /> limited to, the following key duties: <br /> • Oversight and performance of the Detention Center's booking function to include <br /> executing intake and release consistent with policy and procedure. <br /> • Oversight and performance of in-person visitation services. <br /> • Oversight and performance of detainee program services provided by the County's <br /> Criminal Justice Resource Department or other entity. <br /> • Providing supervisory back-up in the Sergeant's absence. <br /> Further information concerning in-person visitations and detainee program services is <br /> provided elsewhere in this report. <br /> The job description for the Sergeant position should be refined to include, but not be <br /> limited to, the following key duties: <br /> • Supervision of all shift staff of rank Corporal and Detention Officer. They would <br /> serve as the shift supervisor. <br /> • Maintenance and updating of all detainee records, logs, and reports. <br /> • Documentation and resolution of any detainee incidents and offenses for final <br /> approval by management. <br /> • Selected HomeWAV video review for identified detainees. <br /> • Other special projects and duties, as assigned. <br /> Ultimately, the agency should aim to ensure that the Detention Center's Corporal and <br /> Sergeant position's roles, duties, and responsibilities are better defined and memorialized <br /> in appropriate County/OCSO documentation. <br /> Recommendations: <br /> #10: Revise and refine the Detention Center Sergeants and Corporal positions to better <br /> distinguish the critical roles, duties, and responsibilities to be performed by each of these <br /> ranks. <br /> Matrix Consulting Group <br />
