28 <br /> Detention Center Staffing Analysis Orange County, <br /> membership for accredited facilities by the American Correctional Association <br /> (ACA)9 as well as for obtaining accreditation from the National Commission on <br /> Correctional Health Care (NCCHC).10 <br /> Based on the suggested number of changes to the duties and responsibilities of the <br /> Captain and Lieutenant positions, a formalized document should be developed for each <br /> position that is consistent with policies and procedures. This documentation should be <br /> published and available for all existing and new positions working in the Detention Center. <br /> Recommendations: <br /> #5: Refine the duties and responsibilities of the Detention Center Captain and Lieutenant <br /> position to better reflect the important managerial and operational efforts consistent with <br /> these ranks. <br /> #6: Develop Desk Manuals outlining key duties and responsibilities for all ranks and/or <br /> key positions in the Detention Center, beginning with the Captain and Lieutenant <br /> positions. <br /> #7: Authorize and hire one new Administrative Assistant III or Business Officer I position <br /> assigned to the Detention Center to help facilitate the noted administrative changes. This <br /> position should report to the Captain. <br /> #8: Maintain one Lieutenant position in OCDC. <br /> #9: Maintain one Captain position in OCDC. <br /> (4.2) Detention Center Sergeant and Corporal Positions <br /> As discussed in the aforementioned Profile deliverable, the following summarizes the <br /> respective duties and responsibilities of the Sergeant and Corporal positions. <br /> • Detention Sergeants are first-line supervisors within the OCDC.
