27 <br /> Detention Center Staffing Analysis Orange County, NC <br /> • Policy 807.0 Inmate Counts - Under Section 1 H of the policy the following was <br /> noted: "If after a search of the facility the inmate is still not accounted for,the Shift <br /> Sergeant/designee will contact the Operations Lieutenant, and the procedures <br /> outlined in Policy 1000.0 - Escape Plan will be implemented" <br /> • Policy 1000.0 Escape Plan - The Lieutenant was referenced four times throughout <br /> the various sections of this policy, reflecting an important role in this rare <br /> occurrence. <br /> The Lieutenant position is responsible for many duties and responsibilities, especially <br /> since the Administrative and Operations Lieutenants have been combined into one <br /> position. Some of these functions are memorialized in policy, and others as part of <br /> existing practice. Many policy-related duties will not take much time overall given their <br /> relative infrequency,while others,such as Inmate Grievances and Prison Rape Elimination <br /> Act (PREA) workload, should be prioritized (the project team is uncertain if this is the <br /> case). <br /> Based on data collected via interviews and observations of the Lieutenant position, there <br /> is a strong effort dedicated to HomeWAV video visitation review (investigative effort) and <br /> floor support of detention staff. Other key duties such as policy and procedure <br /> development are treated as directives and have not been formally updated. <br /> Like the Captain, the Lieutenant position duties are not used consistent with the those <br /> generally associated with such a rank. Duties and responsibilities should be revisited, and <br /> major shifts should occur, including the following: <br /> • The Lieutenant should be responsible for new employee onboarding, training <br /> oversight, and the "Field Training Officer" (FTO) program. <br /> • The Lieutenant position should be responsible for the scheduling of staff, taking <br /> this responsibility from the Captain. <br /> • The Lieutenant position should transfer the responsibility of HomeWAV video <br /> review to shift Sergeants. <br /> • The Lieutenant should be responsible for in-person visitation management and be <br /> the key contact for executing and overseeing programming options facilitated by <br /> the County's Criminal Justice Resource Department. <br /> • Given the desires of the OCSO Executive Team, the Lieutenant position should be <br /> the key facilitator responsible for including the OCDC in North Carolina's <br /> Matrix Consulting Group 22 <br />
