24 <br /> Detention Center Staffing Analysis Orange County, NC <br /> • Policy 711.0 Inmate Visitation - The Captain was referenced nine times throughout <br /> the various sections of this policy, reflecting an important role in managing the <br /> inmate visitation program. During the interview,this distinct responsibility was not <br /> noted by the Captain, likely due to the cessation of in-person visitations for several <br /> years. <br /> • Policy 807.0 Inmate Counts - Under Section 4 of the policy the following was <br /> noted: "Daily count records will be made accessible to Shift Sergeants, the <br /> Operations Captain, and the Jail Administrator. A record of all counts will be <br /> maintained by the Operations Captain/designee and will be used for statistical and <br /> other purposes" <br /> • Policy 1001.0 Supervision and Handling of Inmates Designated as Suicide Risk - <br /> The Captain was referenced five times throughout the various sections of this <br /> policy, reflecting an important role in overseeing suicide risk detainees. <br /> • Policy 1002.0 Inmate Deaths and Investigations - Under Section 3B of the policy <br /> the following was noted: "The completed Incident Report will be submitted through <br /> the Operations Captain to the Administrator and to investigative authorities" <br /> As shown above, the Captain currently has a very wide array of duties assigned to the <br /> position. The project team assesses that this position's roles and responsibilities are far <br /> too varied and often cumbersome given its position's rank. In effect, the Captain should <br /> be the key operations manager for the Detention Center, given that the Major is an <br /> executive position with responsibilities well beyond the oversight of the Detention Center. <br /> According to our interviews and based on our observations, the Captain is engaged in an <br /> inordinate number of administrative and technical duties, many of which involve <br /> monetary transactions. These duties were transferred to the Captain following the <br /> retirement of financial personnel from the Sheriff's Office. These inherited duties restrict <br /> the Captain's ability to perform core managerial services overseeing day-to-day <br /> operations of the Detention Center and consistently undertaking the role of 'Operations <br /> Captain' as referred to throughout policies and procedures documentation. <br /> A civilian position should be assigned directly to the Captain to provide key support <br /> services and absorb primary or secondary responsibility for the administrative duties <br /> currently performed by the Captain. This position should be assigned to the Detention <br /> Center's Administration and also provide secondary support to the Lieutenant and Major <br /> as needed. Based on our review of potential job classifications currently assigned to the <br /> Matrix Consulting Group 19 <br />
