It is noted that it is common practice within law enforcement <br /> agencies in Orange County and regionally they rotate between days and nights every two <br /> weeks. <br /> Recommendations: <br /> #3: Maintain the 12-hour Pitman schedule but expand the staff rotation from days to <br /> nights from every two weeks to a six- or eight-week period. <br /> #4: It would be advantageous to publicize the 12-hour rotating Pitman schedule as part <br /> of OCSO's recruitment efforts. <br /> Utilization of Detention Center Staff Resources <br /> The utilization of existing Detention Center staff resources is a more qualitative <br /> assessment based on data gathered through observations and interviews and, where <br /> applicable, juxtaposes this information against the Detention Center's policies and <br /> procedures. <br /> These observations are designed to assess the best use of current personnel and provide <br /> possible options for revised operational approaches. This analysis does not focus on the <br /> actual personnel assigned to the position and is certainly not intended to provide <br /> accolades or disparage individuals. Recommendations developed as an outcome of this <br /> analysis are to impact the broader classification (i.e., job description) for each of the <br /> positions included in the assessment. <br /> (4.1) Detention Center Captain and Lieutenant Positions <br /> As discussed in the original Profile deliverable reviewed and corrected by OCSO staff, the <br /> following summarizes the key duties and responsibilities of these two positions. <br /> Detention Captain Serves as the senior manager dedicated exclusively to the Orange <br /> County Detention Center.
