18
Detention Center Staffing Analysis Orange County, NC
The following table shows the average overtime used per week by each position type and
compares it to the recommended maximum overtime use of 14 hours per week:
FY 2023/24 Overtime by Week
Average Average
Job Classification OT Hrs. / OT Hrs.
Person / Week
Detention Officer/Trainee 224 4.3
Detention Officer II 180 3.5
Detention Sergeant 244 4.7
Jail Cook 79 1.5
Jail Cook Supervisor 115 2.2
Lieutenant 3 0.1
The table shows that average weekly overtime is highest for Detention Sergeants (4.7
hours) and lowest for the Detention Center's Lieutenant. Based on studies available, this
level of overtime should not be considered problematic from a health and welfare
standpoint. Furthermore, in the project team's experience with agencies across the
country, this is one of the more reasonable overtime patterns seen in recent years.
Analysis of overtime usage on a per-employee level (as opposed to per position type)
shows there is no individual Detention Officer or other Detention Center personnel that
exceeds the 14-hour weekly overtime benchmark. The highest individual overtime earner
averaged 9.4 hours each week.
However, there is a disparity in overtime usage between various personnel. Among
Detention Officers, the lowest five overtime earners4 averaged from two to three hours
weekly, while the highest five overtime earners averaged eight to nine hours. While
voluntary overtime typically results in a proportion of personnel who strive to maximize
overtime, it is important to ensure protocols are in place to distribute overtime as
equitably as possible to avoid perceived imbalance among staff in overtime earning
opportunities.
Another metric used in overtime analysis relates to personnel expenditures, specifically
if the overtime budget (planned or actual) exceeds 10% of the total salary. While data was
not provided with respect to specific Detention Center annual budget operations, budget
data for the OCSO was available. The following chart shows the change in overtime as a
percent of salary:
4 Personnel working the full fiscal year.
Matrix Consulting Group
