Based on studies available, this <br /> level of overtime should not be considered problematic from a health and welfare <br /> standpoint. Furthermore, in the project team's experience with agencies across the <br /> country, this is one of the more reasonable overtime patterns seen in recent years. <br /> Analysis of overtime usage on a per-employee level (as opposed to per position type) <br /> shows there is no individual Detention Officer or other Detention Center personnel that <br /> exceeds the 14-hour weekly overtime benchmark. The highest individual overtime earner <br /> averaged 9.4 hours each week. <br /> However, there is a disparity in overtime usage between various personnel. Among <br /> Detention Officers, the lowest five overtime earners4 averaged from two to three hours <br /> weekly, while the highest five overtime earners averaged eight to nine hours. While <br /> voluntary overtime typically results in a proportion of personnel who strive to maximize <br /> overtime, it is important to ensure protocols are in place to distribute overtime as <br /> equitably as possible to avoid perceived imbalance among staff in overtime earning <br /> opportunities. <br /> Another metric used in overtime analysis relates to personnel expenditures, specifically <br /> if the overtime budget (planned or actual) exceeds 10% of the total salary. While data was <br /> not provided with respect to specific Detention Center annual budget operations, budget <br /> data for the OCSO was available.
