Operational Assessment of the Detention Center <br /> The following chapter provides an assessment of various operational aspects of the <br /> Orange County Sheriff's Office Detention Center. This chapter's key areas of focus include <br /> policies and procedures, roles and responsibilities, staff resource utilization, data <br /> collection, scheduling, overtime, and other areas described in later sections of this report. <br /> Detention Center Policies and Procedures <br /> While a comprehensive review of the Detention Center's policies and procedures is <br /> beyond the scope of this report, a discussion of best practices surrounding policies or <br /> procedures is valuable. <br /> (1.1) BeSL Practice in Policy and Procedure Development and Review <br /> Best practices suggest a foundational approach to policy and procedure development as <br /> well as a seven-point checklist to evaluate and audit existing policies and procedures. In <br /> brief, policies and procedures should be developed under the following strict best <br /> management practice principle: Only organizational policies and procedures required by <br /> standards, regulations, or definitive operational strategy must be developed. The <br /> Commission on Accreditation for Law Enforcement Agencies (CALEA) offers the <br /> following guidelines to assess the need for a law enforcement policy or procedure. A <br /> positive answer to any one of the following questions justifies inclusion into a policy or <br /> procedure. Four "no's" and the policy or procedure should be eliminated. <br /> • Is it required by federal laws, state statutes, local administrative rules and regulations, <br /> or professional standards? <br /> • Is it specified by contract? <br /> • Is it necessary for effective operations of the organization? <br /> • Would any harm come to the agency or its employees if it were eliminated? <br /> These guidelines should be formally adopted concerning the development, revision, or <br /> elimination of any of OCSO's Detention Center policies and procedures. <br /> The following seven review protocols are also provided for consideration.
