10 <br /> Detention Center Staffing Analysis Orange County, NC <br /> # Recommendation <br /> 23 In addition to remote video visitation, implement an in-person visitation program <br /> (public and professional) for detainees. This includes devising an appropriate <br /> schedule that will also accommodate the Public Defender and private attorneys. <br /> Recommended staff resources will allow this to occur if properly scheduled with <br /> potentially concurrent detainee program efforts and attorney visits. <br /> 24 Implement detainee programs in partnership with the County's Criminal Justice <br /> Resource Department. Desk Manual. <br /> 27 Revise current operations regarding deputy lateral transfers and authorized D.O. <br /> positions held vacant as described in this report. <br /> 28 Develop a formal policy focused on reducing the operational and staffing impacts <br /> of staff who are going through the state's correctional officer or basic law <br /> enforcement academies. Include an approach that provides a safety net for <br /> individuals who are unsuccessful at the law enforcement academy or field <br /> training program. <br /> 29 Purchase a full body scanner and locate in the arrestee vestibule. <br /> Staffing Analysis <br /> 30 Establish two housing officer posts that are physically stationed in the housing <br /> vestibule to supervise the housing units, conduct standard and irregular well- <br /> being checks, and facilitate detainee movement from housing. <br /> 31 Create the Programs and Visitation Rover post that will supervise the detainee <br /> program area and in-person visitation.
