10 <br /> Detention Center Staffing Analysis Orange County, NC <br /> # Recommendation <br /> 23 In addition to remote video visitation, implement an in-person visitation program <br /> (public and professional) for detainees. This includes devising an appropriate <br /> schedule that will also accommodate the Public Defender and private attorneys. <br /> Recommended staff resources will allow this to occur if properly scheduled with <br /> potentially concurrent detainee program efforts and attorney visits. <br /> 24 Implement detainee programs in partnership with the County's Criminal Justice <br /> Resource Department. This should begin with up to ten hours weekly. <br /> Recommended staff resources will allow this to occur if properly scheduled with <br /> potentially concurrent detainee in-person visitations and attorney visits. <br /> 25 Increase the number of hours available for outdoor recreation. <br /> 26 Take full advantage of any Detention Officer work capacity by implementing <br /> various direct supervision protocols as discussed in this report. These activities <br /> should be memorialized in Detention Center policies and procedures and become <br /> part of the recommended D.O. Desk Manual. <br /> 27 Revise current operations regarding deputy lateral transfers and authorized D.O. <br /> positions held vacant as described in this report. <br /> 28 Develop a formal policy focused on reducing the operational and staffing impacts <br /> of staff who are going through the state's correctional officer or basic law <br /> enforcement academies. Include an approach that provides a safety net for <br /> individuals who are unsuccessful at the law enforcement academy or field <br /> training program. <br /> 29 Purchase a full body scanner and locate in the arrestee vestibule. <br /> Staffing Analysis <br /> 30 Establish two housing officer posts that are physically stationed in the housing <br /> vestibule to supervise the housing units, conduct standard and irregular well- <br /> being checks, and facilitate detainee movement from housing. <br /> 31 Create the Programs and Visitation Rover post that will supervise the detainee <br /> program area and in-person visitation. This post should be covered seven days <br /> a week and consideration of post hours should be between 0800 and 2000 hours <br /> or similar times. <br /> 32 Create a Relief Post to provide post relief and additional operational flexibility. <br /> Matrix Consulting Group 5 <br />
