Responses were assigned themes <br /> based on what the comment focused on, with six main theme groups identified. Most comments were <br /> assigned to multiple theme groups. Several theme groups incorporate subgroups to enhance data <br /> visualization; these are described below.The comments can be read in Appendix C. <br />
