2
• Glenwood Elementary School
• Carrboro High School
• Phoenix Academy
• Hillsborough Elementary School
• Central Elementary School
• Rashkis Elementary School
Procurement is through the North Carolina State Contract#22437-725G and NC DIT has provided
written approval as per the contract requirements.
FINANCIAL IMPACT: The County will be responsible for the initial purchase and installation for
each school, originally estimated to be around $3 million total. Funding for Phase 1 of this project
was approved in the FY 2023-2024 CIP, and the Board awarded a contract on January 16, 2024
for $1,344,673.74 ($191,326.26 under budget).
Funding for this final phase was approved in the FY 2024-2025 CIP and was budgeted at
$1,536,000. This proposal for equipment purchases and installation is $1,264,317.07
($271,682.93 under budget).
This brings the total project cost for Phase 1 and Phase 2 to $2,608,990.81 ($463,009.19 under
budget). The resulting cost savings and $31,291 from prior year funding is proposed for
reallocation to the Fire and Emergency Medical Services paging infrastructure replacement
(Agenda Item 8-f on this November 19, 2024 meeting agenda).
Once installed, each district will become responsible for the annual maintenance/replacement of
the systems, estimated to be approximately $48,000 annually per district. The County's
Emergency Services Department will manage the procurement and installation phases.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION
OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the
County fleet/facilities and improve safety.
• GOAL 2: HEALTHY COMMUNITY
OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and
emergency services to meet the community's evolving needs.
• GOAL 5: PUBLIC EDUCATION/LEARNING COMMUNITY
OBJECTIVE 4. Improve learning environments by investing in facilities over a 10-year
period that address repair, renovation, and educational adequacy needs.
RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the
County Manager to sign the attached Motorola Solutions, Inc. contract, with addendum, and any
necessary amendments.
