1
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: November 19, 2024
Action Agenda
Item No. 8-e
SUBJECT: Approval of Motorola Solutions, Inc. Contract for Bi-directional Antenna Systems
in K-12 Schools — Phase 2
DEPARTMENT: Emergency Services
ATTACHMENT(S): INFORMATION CONTACT:
Motorola Solutions, Inc. Quote 2735184 Kirby Saunders, Emergency Services
and Contract including Addendum Director, (919) 245-6123
NC Department of Information
Technology (NC DIT) Certificate of
Award
PURPOSE: To approve a contract with Motorola Solutions, Inc. for the second phase of
installations of bi-directional antenna systems within K-12 public schools.
BACKGROUND: In 2022-2023, the Board approved funding to conduct benchmark testing of the
public safety radio reception within all K-12 public schools. The FY 2023-24 Capital Investment
Plan (CIP) budget included funding to initiate the installation of equipment to improve coverage.
At its January 16, 2024 Business meeting, the Board awarded a contract to Motorola Solutions,
Inc. to perform the initial installations (Phase 1) in the initial fifteen (15) schools across both school
districts.
The installation of a bi-directional antenna (BDA) system within each school facility will ensure
public safety radio coverage in 99% of all critical areas and 95% overall. Additionally, the
deployment of building specific BDA systems lowers the amount of new public safety
telecommunication towers needed throughout the County, resulting in significant savings.
Phase 1 installations are now 95% complete and final testing and acceptance is underway. This
contract is for Phase 2 (of 2) for the purchase and installation of the BDA systems, which includes
the final fifteen (15) schools across both school districts including:
• Ephesus Elementary School
• Estes Hill Elementary School
• Cedar Ridge High School
• Northside Elementary School
• Orange High School
• Phillips Middle School
• River Park Early Learning
• Grey Culbreth Middle School
• Grady A. Brown Elementary School
