22 <br /> 1 Chair Bedford asked if there is a route between Orange County's Durham Tech Campus <br /> 2 and the main campus. <br /> 3 Nishith Trivedi said there is an MOU with Durham Tech to provide MOD service for <br /> 4 students between the two campuses. He explained there is no fixed route. He said there has been <br /> 5 an increase in calls for MOD service for UNC and Durham Tech. <br /> 6 Commissioner McKee thanked everyone who was a part of this plan. He said he sees <br /> 7 focusing on local transit as the county's main responsibility before regional transit. <br /> 8 Chair Bedford said focusing on equity in transportation builds on the foundation Vice-Chair <br /> 9 Greene laid years ago and ensures services are available for those who needs it most including <br /> 10 residents in rural areas. She said she wants residents to know that the vans can accommodate a <br /> 11 wheelchair. <br /> 12 <br /> 13 A motion was made by Vice-Chair Greene, seconded by Commissioner McKee, to <br /> 14 approve the Short-Range Transit Plan. <br /> 15 <br /> 16 VOTE: UNANIMOUS <br /> 17 <br /> 18 <br /> 19 6. Regular Agenda <br /> 20 a. Durham Tech Orange County Campus Expansion Sustainability Enhancements and <br /> 21 Approval of Budget Amendment#2-A <br /> 22 The Board approved a Durham Tech Orange County Campus expansion funding request to meet <br /> 23 sustainability goals and consider approval of Budget Amendment#2-A. <br /> 24 BACKGROUND: In designing its upcoming expansion to the Orange County Campus, Durham <br /> 25 Tech identified four sustainability targets to achieve as compared to standard building <br /> 26 construction. These are: <br /> 27 <br /> 28 • 25% reduction in energy use and associated carbon emissions <br /> 29 • 35% reduction in indoor water use <br /> 30 • 45% reduction in lighting energy use <br /> 31 . 100% reduction in outdoor water use <br /> 32 <br /> 33 In order to acheive these goals, the Community College identified two purchases that were <br /> 34 outside of the original scope of the construction, and would require additional funding by the <br /> 35 County. The first is the purchase of an all electric heat pump HVAC system. This would incur an <br /> 36 additional $159,000 above the scope of the initial budget. The second purchase is to convert all <br /> 37 light fixtures in the current facility to LED. The cost of installing LEDs in the expansion is already <br /> 38 funded. The conversion in the existing facility would have a cost of$116,000, and would have an <br /> 39 estimated return on investment in less than eleven (11)years. These two purchases would require <br /> 40 approval of Budget Amendment#2-A, adding $275,000 in additional debt financing to the current <br /> 41 project budget of$11 million for the expansion. This would amend the following project ordinance <br /> 42 in the School Capital Fund as follows: <br /> 43 <br /> Durham Tech Orange County Campus Expansion ($275,000) - Project# 55000 <br /> Revenues for this project: <br /> Current FY 2024-25 FY 2024-25 <br /> FY 2024-25 Amendment Revised <br /> Debt Financing $11,000,000 $275,000 $11,275,000 <br />
