9 <br /> Detention Center Staffing Analysis Orange County, NC <br /> # Recommendation <br /> 10 Revise and refine the Detention Center Sergeant and Corporal positions to better <br /> distinguish the critical roles, duties, and responsibilities to be performed by each <br /> of these ranks. <br /> 11 Develop updated Human Resources job descriptions for the Detention Corporal <br /> (currently listed as Correction Officer II) and Detention Sergeant (presently <br /> missing). This is in addition to the aforementioned Desk Manuals outlining key <br /> duties and responsibilities for all ranks and/or key positions in the Detention <br /> Center. <br /> 12 In order to have appropriate daily supervision, develop an updated scheduling <br /> policy that prohibits same-shift Sergeants and Corporals from having same-day <br /> scheduled leave time. <br /> 13 Maintain four shift Sergeant positions in OCDC on the 12-hour rotating schedule. <br /> 14 Maintain four shift Corporal positions in OCDC on the 12-hour rotating schedule. <br /> 15 The current Transportation Corporal is not yet authorized for the Detention Center <br /> and should be a full-time equivalent certified (deputy) Corporal position <br /> permanently assigned to OCDC. <br /> 16 Increase transport officer staffing levels from 4 to 5 positions. <br /> 17 Capture additional transportation data as discussed in this report. <br /> 18 Maintain authorized Jail Cook staffing of four positions consistent with the <br /> current staffing pattern. Maintain one Jail Cook Supervisor. <br /> 19 Fully authorize one sworn Corporal (as opposed to light duty) to oversee four <br /> Detention Officers in the Transportation operation. Better capture transportation <br /> data to better refine these staffing requirements in the future. <br /> 20 Maintain one Administrative Assistant to serve the front counter/reception area. <br /> As practical, this can be converted to a permanent OCSO light duty assignment if <br /> sufficient light duty is experienced by the Sheriff's Office on a consistent basis. <br /> 21 Maintain contracted medical services. <br /> 22 Ensure full and productive utilization of Detention Officers to facilitate <br /> progressive Detention Center operations consistent with prevailing practice. This <br /> should help mitigate future violations of North Carolina's SUBCHAPTER 14J — <br /> JAILS, LOCAL CONFINEMENT FACILITIES. <br /> Matrix Consulting Group <br />
