8 <br /> Detention Center Staffing Analysis Orange County, NC <br /> Summary of Recommendations <br /> This report represents the culmination of the study process, presenting the results of our <br /> analysis and recommendations. The following table provides a comprehensive list of all <br /> the recommendations made in the report. Recommendations are provided in the order <br /> they are presented in the report. <br /> Recommendation Summary <br /> # Recommendation <br /> "VENNErw- Operational Assessment <br /> 1 Continue maintaining exceptional OCSO Detention Center documentation and <br /> promptly address the noted areas for improvement. Policies and procedures <br /> were updated in October 2021 and, according to best practices (every three to <br /> five years), an audit of such policies should be conducted in the near term. <br /> 2 While overtime utilization in the Detention Center is not problematic, there are <br /> opportunities to further refine overtime budgeting, tracking, and management to <br /> enhance OCSO operations. This includes improved overtime trend budgeting, a <br /> discreet Detention Center budget, and "reasons for overtime" account coding. <br /> 3 Maintain the 12-hour Pitman schedule but expand the staff rotation from days to <br /> nights from every two weeks to a six or eight-week period. <br /> 4 It would be advantageous to publicize the 12-hour rotating Pitman schedule as <br /> part of OCSO's recruitment efforts. <br /> 5 Refine the duties and responsibilities of the Detention Center Captain and <br /> Lieutenant position to better reflect the important managerial and operational <br /> efforts consistent with these ranks. <br /> 6 Develop Desk Manuals outlining key duties and responsibilities for all ranks <br /> and/or key positions in the Detention Center, beginning with the Captain and <br /> Lieutenant positions. <br /> 7 Authorize and hire one new Administrative Assistant III or Business Officer I <br /> position assigned to the Detention Center to help facilitate the noted <br /> administrative changes. This position should report to the Captain. <br /> 8 Maintain one Lieutenant position in OCDC. <br /> 9 Maintain one Captain position in OCDC. <br /> Matrix Consulting Group <br />
