7 <br /> Detention Center Staffing Analysis Orange County, INC <br /> • Observations of the operations at the Detention Center. The project team was <br /> onsite on May 21 — 23 observing operations and shadowing staff. <br /> • Data Collection across various functional areas in order to enable objective <br /> analysis. <br /> • Iterative and interactive processes in which the project team first developed an <br /> understanding of the current organization and service delivery system, identified <br /> issues, and assessed staffing, operational, and scheduling needs. <br /> Throughout the process, findings and interim deliverables were reviewed with the <br /> County and Sheriff's Office leadership. <br /> Key Findings <br /> As part of the analysis, there were several key findings that impact the current and future <br /> operations of the Detention Center. Key findings and observations include: <br /> • The Detention Center has been in operation less than three years. The transition <br /> from a linear indirect supervision module to a podular remote designed facility <br /> requires a different operational model. Some staff indicated concerns over this <br /> new operational approach. <br /> • Robust policies and procedures are in place for the Detention Center. However, <br /> detention staff indicated during interviews they did not know that these policies <br /> were in place or where to find them. <br /> • Currently, there are no detainee programs/services, or in-person visitation <br /> provided. <br /> • Detainees have been provided tablets and these have increased video visitation <br /> opportunities. <br /> • There are no formalized minimum staffing levels in the facility. <br /> • Booking and release functions are primarily handled by the Corporal and Sergeant <br /> classifications. All staff have a limited understanding of these functions and <br /> formalized processes. <br /> These key findings and other analyses are provided in the body of this report. <br /> Matrix Consulting Group <br />
