6 <br /> Detention Center Staffing Analysis Orange County, NC <br /> 1 . Project Overview and Executive Summary <br /> Orange County retained the Matrix Consulting Group to conduct a comprehensive <br /> operational and staffing assessment of the Sheriff's Office Detention Center This report <br /> provides the analysis and findings of that effort. <br /> 1. Background and Scope of the Study <br /> This study was initiated in May 2024 to provide an independent and objective assessment <br /> of the operations and staffing needs of the Detention Center. The project team examined <br /> current operational and staffing approaches to identify the staffing needs to provide <br /> efficient and effective detention operations and to identify the staffing needs to provide <br /> enhanced detainee programs and services. <br /> The scope of the study encompassed the following: <br /> • Assessment of current detention operations, including workload and service level <br /> objectives. <br /> • Outline the intake and release, processes. <br /> • Comparison of current service levels to emergent best practices in order to identify <br /> areas of unmet needs and opportunities to create greater efficiencies. <br /> • Review the fixed post staffing plan and identify any improvement opportunities. <br /> • Analysis of current staffing needs by incorporating net annual work hours into the <br /> fixed post staffing plan. <br /> In summary, this study, through the various steps undertaken, is designed to be a <br /> comprehensive staffing and operations assessment of the Orange County Sheriff's Office <br /> Detention Center. <br /> Methodology Used to Conduct the Study <br /> The project team utilized a number of approaches in order to fully understand the service <br /> environment and issues relevant to the study, including the following: <br /> • Interviews with the leadership, supervisors, and line level staff throughout the <br /> organization. Interviews were conducted using a mixture of both virtual and in- <br /> person meetings. <br /> Matrix Consulting Group 1 <br />
