36
Detention Center Staffing Analysis Orange County, NC
other duties as assigned. This position, at the time of this report, was in transition
to an Administrative Assistant from a light-duty Detention Officer. There are two
options associated with this position:
- Given the described roles and responsibilities, a permanent assignment of
an Administrative Assistant job classification would be appropriate.
Alternatively, the position could serve as a permanent assignment for any
Sheriff Office personnel currently assigned light duty, given that the job
responsibilities are not particularly complicated. To implement this
approach effectively, there must be an adequate number of light-duty
incidents (and therefore staff on light duty)to ensure this position is always
staffed.
• The kitchen's Jail Cook Supervisor and Jail Cooks begin a staggered eight-hour
schedule that begins at 4 a.m. Staff order food and supplies and oversee the
preparation of two hot and one cold meal each day for detainees (consistent with
State standards). Staff are also responsible for maintaining kitchen cleanliness.
All four authorized Jail Cook positions are currently filled after one vacancy which
was augmented with overtime or by a Detention Officer assisting in non-food
preparation activities. An examination of overtime by kitchen staff as previously
described in this report shows that the Jail Cook Supervisor had 115 hours
annually while each Jail Cook averaged 79 hours. While this level of overtime is
not significant, in order to maintain food quality and avoid any diversion of
detention staff, the current staffing contingent of 1 supervisor and 4 jail cooks
should be retained.
(4.3.2) Transportation
A Deputy Sheriff II (Corporal) is assigned oversight of intra/inter-county transportation
duties and responsibilities. Tasks include managing detainee transport schedules, billing
out-of-county transport services, facilitating involuntary commitment (IVC) transport to
hospitals, transporting to long-term facilities and detention centers, performing transport
coordination, processing Writ-related transport, serving new warrants to in-house
detainees, and providing work direction to transport officers. This team is not responsible
for transports between the Jail and the Orange County Courthouse, which is the
responsibility of the Courthouse Deputies.
Detention Officers are assigned to Transportation work in two teams of two personnel
operating from 6 a.m. — 6 p.m. Transportation personnel perform all manner of in-county
Matrix Consulting Group
