33 <br /> Detention Center Staffing Analysis Orange County, NC <br /> Based on a review of the job descriptions, and other information available, the following <br /> key observations are noted: <br /> • According to the job description, Corporals primarily function as booking officers, <br /> as established by the following - "Performs all inmate booking functions, including <br /> searching, fingerprinting and photographing inmates and documenting personal <br /> property." <br /> • Corporals do not possess supervisory duties, which was also alluded to in <br /> interviews. <br /> • There is no job description specific to the Detention Sergeant. Instead,the position <br /> references the description for the Deputy Sheriff (DS) /Sergeant I. This is not <br /> consistent with best practice as these two Sergeant positions should be very <br /> different. <br /> • At the time when interviews were being conducted, one of the four shift Corporals <br /> had been vacant for nine months. No acting position had been identified, which <br /> demonstrates the vacancy may not be critical given the current allocation strategy <br /> of duties and responsibilities between ranks. <br /> A review of job descriptions, paired with data collected through interviews and field <br /> observation, shows a lack of clarity between the key roles of the Sergeant versus Corporal <br /> position (with the exception of the Transportation Corporal). <br /> Additionally, an internet search of job descriptions found that the Corporal position is not <br /> a rank commonly found in a detention services environment. The limited results that were <br /> found did, however, provide the project team with key responsibilities commonly assigned <br /> to Detention Corporals in similar agencies: <br /> • Corporals report to a Sergeant and provide supervisory backup, as necessary. <br /> • Corporals serve as a training officer and/or lead, provide work directions to <br /> subordinates, and resolve issues. <br /> • Corporals often serve in a specialist capacity. Examples include operating in <br /> treatment programs, administrative support, disciplinary hearings, oversight of <br /> visiting areas, and transportation services. <br /> The Corporal is an "advanced level" Correction Officer with supervisory capability and <br /> specialized skill sets. Based on this overarching profile, the job descriptions for the <br /> Matrix Consulting Group <br />
