29 <br /> Detention Center Staffing Analysis Orange County, NC <br /> performing booking tasks in the Jail Management System (JMS), detainee release <br /> support, and resolution of day-to-day issues. <br /> • Detention Corporals provide intake and release support, perform booking-related <br /> duties, provide work direction and support to Detention Officers, and complete <br /> other duties as assigned. Corporals will also serve as supervisors in the Sergeant's <br /> absence. One Corporal is also assigned to oversee the Transportation function. <br /> The differences between Sergeant and Corporal positions are largely unclear. Interviews <br /> with management positions did not help the project team establish any clear differences <br /> in functions. One manager noted that "Corporals supervise staff while Sergeants perform <br /> paperwork," and another stated that, "Detention Officers report to both/either Sergeants <br /> and Corporals regarding inmate problems" <br /> Additionally, field observations further compounded the lack of clarity surrounding these <br /> positions. It was found that a Sergeant was training a new Corporal to do JMS booking <br /> procedures despite the understanding that this was primarily a Detention Officer's <br /> responsibility when the D.O. was assigned to Booking. <br /> A review of Orange County job descriptions does not provide any additional clarification. <br /> As shown below, a review of the following abstracts for Detention Officer II (Corporal), <br /> Sergeant, and for comparison Detention Officer, is informative. <br /> Matrix Consulting Group 24 <br />
