23 <br /> Detention Center Staffing Analysis Orange County, NC <br /> • Prepares various monthly reports; prepares 4-week work schedule; <br /> addresses detainee and personnel issues; directly supervises <br /> Transportation, and performs several other duties, as assigned. <br /> Lieutenant • Responsible for varied generalist duties and special projects to <br /> include development and update of policies and procedures, <br /> scheduling of housing searches and canine inspections. <br /> • Monitors HomeWAV$ (video visitation) video feeds; responds to <br /> detainee issues regarding jail issues;manages all vendors(excluding <br /> Kitchen), detainee hygiene program, and jail ministry program. <br /> • Oversees kitchen supervisor; begins investigation of any official <br /> complaints; supports detention staff, as needed; and performs other <br /> duties, as assigned. <br /> (4.1.1) Detention Center Captain Assessment <br /> Beyond the summary description noted above, a review of Detention Center policies and <br /> procedures provided additional clarity on the Captain's duties and responsibilities. <br /> • Policy 101.0 Chain of Command/Organizational Chart — Under Section 5A of the <br /> policy the following was noted: "Booking officers report directly to the Operations <br /> Captain and are responsible for all admission reports and initial inmate <br /> classification" During interviews, this distinct supervisory responsibility was not <br /> noted by the Captain. <br /> • Policy 205.0 Prison Rape Elimination Act Intake Screening — Under Section 3D of <br /> the policy the following was noted: "Booking staff will ensure that all <br /> reassessments are documented in each case in which an inmate is recommended <br /> for a new housing unit or custody level assignment, the Operations <br /> Captain/designee must approve inmate's movement" <br /> • Policy 209.0 Processing Inmate Personal Property and Storage/Release of Personal <br /> Property — Under Section 2E of the policy the following was noted: "Offenders <br /> presenting with a home monitoring device will have the device removed.
