15 <br /> Detention Center Staffing Analysis Orange County, NC <br /> • The Detention Center has an 18-page Inmate Guide for detainees recently <br /> published in August 2021. <br /> • There are some minor opportunities for improvement based on the project team's <br /> observations: <br /> - Existing document control procedures should be regularly practiced and <br /> enforced. The project team noted that, despite having formal signoffs <br /> incorporated into each document, the Sheriff had often omitted their <br /> signature on implemented policies and procedures. Documentation should <br /> be provided to any party in a signed/dated format to ensure policy and <br /> procedure approval and authorization at the highest level of the <br /> organization. <br /> - Protocols related to the utilization of body cameras by Detention Officers <br /> (D.O.) should be incorporated into policies and procedures. This protocol is <br /> relatively new at OCSO Detention Center but not yet memorialized in formal <br /> documentation. The use of vehicle (transport) cameras has been <br /> documented in policy 1001 Supervision and Handling of Detainees <br /> Designated as Suicide Risk. <br /> - Documentation regularly refers to an Operations Lieutenant, Administrative <br /> Lieutenant, Transportation Sergeant, and Jail Administrator (as opposed to <br /> a Major). There is no longer two separate Lieutenants in the Detention <br /> Center, nor the other positions listed. Current ranks should be clarified in a <br /> new (brief) policy to ensure clarity as to roles and responsibilities (e.g., a <br /> single lieutenant is now responsible for all noted lieutenant <br /> responsibilities). Alternatively, policies should be revised to match the <br /> current organizational structure. <br /> - The Detention Center Lieutenant has created several operational directives <br /> that lack a consistent format and messaging approach compared to <br /> existing policies and procedures. Directives included: <br /> => Jail Guidelines for Detainees <br /> => Shift Supervisor Checklist <br /> => Property Bag Processing <br /> => Detainee Personal Hygiene Item Distribution <br /> Matrix Consulting Group 10 <br />
