ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.c. <br /> Subject: OUTBoard Elections <br /> PURPOSE: Elect Chair, Vice-Chair and Secretary <br /> BACKGROUND: Per the Orange County Advisory Board Policy,the Chair,Vice-Chair and Secretary <br /> serve one-year term. They are also eligible to serve three consecutive one-year terms. Currently <br /> the Orange Unified Transportation Board (OUTBoard) Chair and Vice-Chair are eligible to serve <br /> another term. OUTBoard has not elected a secretary. <br /> Role and Responsibilities for each position is outlined below: <br /> 1. Chair: <br /> a. Calls all meetings <br /> b. Serves as the presiding officer and conducts advisory board meetings. <br /> c. Acts as the authorized spokesperson for the advisory board. <br /> d. Assists staff in developing the advisory board meeting agenda. <br /> e. Appoints and dissolves subcommittees, and the Chair and members thereof,of the body <br /> in consultation and with approval of the advisory board. <br /> f. Sets goals for the advisory board in consultation with the Orange County Board of <br /> Commissioners. <br /> g. Carries out advisory board assignments as required by the Orange County Board of <br /> Commissioners. <br /> h. Reviews all advisory board minutes and proposed recommendations or assigns another <br /> member of the advisory board to do so. <br /> i. May excuse members from attending advisory board meetings up to two (2) times per <br /> twelve (12) month period. <br /> 2. Vice Chair: <br /> a. Serves as the presiding officer and conducts advisory board meetings in the absence of <br /> the Chair. <br /> b. Has all the responsibilities of the Chair in the Chair's absence. <br /> 3. Secretary: <br /> a. Takes (or oversees the taking of) minutes for all advisory board meetings. <br /> b. Submits minutes to the Chair to be distributed to advisory board members in advance <br /> of meetings. <br /> c. Submits approved advisory board minutes to the Clerk to the Orange County Board of <br /> Commissioners for retention and distribution to the Orange County Board of <br /> Commissioners. <br /> d.
