1 <br /> ORD-2024-038 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: November 7, 2024 <br /> Action Agenda <br /> Item No. 8-s <br /> SUBJECT: Continuation of Takeaway Meals Program and In-Home Services Program and <br /> Approval of Budget Amendment #2-H <br /> DEPARTMENT: Department on Aging <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Year-to-Date Summary Janice Tyler, 919-245-4255 <br /> PURPOSE: To approve the continuation of the Department on Aging Takeaway Meals Program <br /> and In-Home Services Program previously funded by the American Rescue Plan Act (ARPA) and <br /> approve Budget Amendment #2-H. <br /> BACKGROUND: <br /> Takeaway Meal Program <br /> Funds available through State ARPA and later through County ARPA have made it possible for <br /> the Department on Aging to continue a takeaway meal service at both the Seymour Center and <br /> Passmore Center. This service has provided meals five (5) days a week for County residents <br /> who were uncomfortable dining in the centers as part of the congregate meal program. ARPA <br /> funds are now exhausted, and the service will be discontinued after October 31, 2024 without <br /> additional funds. <br /> In-Home Services Program <br /> ARPA funds made available through the state helped the Department on Aging expand services <br /> and onboard additional families. This resulted in the ability to serve 36 families within the County <br /> to support aging in place and caregiver respite. ARPA funds were completely expended as of <br /> September 30, 2024, which may result in a reduction in service and the potential discontinuation <br /> of services for many families before the end of the fiscal year. These services support older adults <br /> by providing assistance with day-to-day tasks, without which many older adults would require <br /> assisted living placement. In addition, these services provide family caregivers with a short break <br /> each week to care for their own needs, knowing their loved one is cared for. These services are <br /> not covered by Medicare, and there are limited programs that provide the same type of support. <br /> FINANCIAL IMPACT: Budget Amendment #2-H would add $61,100 for the Takeaway Meal <br /> Program and $58,000 for the In-Home Services Program for a total of$119,100. These expenses <br /> would be funded using appropriated fund balance within the General Fund. <br />
