20 <br /> 1 Travis Myren said even if they do not have a project manager, at a minimum, this group <br /> 2 would be getting together monthly to review project status. <br /> 3 Chair Bedford provided an example of a surprise purchase request from school districts <br /> 4 and said this was to prevent those kinds of surprises. <br /> 5 Commissioner Portie-Ascott asked who the staff was. <br /> 6 Chair Bedford said finance and facilities from the schools and the county. <br /> 7 Commissioner Hamilton said that Wake County had a part-time project manager who <br /> 8 could provide oversite to the school projects. <br /> 9 Chair Bedford said some of that hinges on what is decided for project management. She <br /> 10 asked if Commissioner McKee still thought the language should be changed. <br /> 11 Commissioner McKee said it is not a critical issue. He said he thinks it will get asked at <br /> 12 some point in time. <br /> 13 Chair Bedford said it does matter, and she can see the potential for questioning. <br /> 14 Kirk Vaughn said this is about the powers of the Board, and one of the powers is to not <br /> 15 appropriate funds. <br /> 16 Chair Bedford said it can just be scratched. <br /> 17 Commissioner McKee said it could say the Board could withhold construction funds at <br /> 18 their discretion. <br /> 19 Commissioner Richards said it is important to have something in there. <br /> 20 Commissioner Fowler said the point is to avoid overruns but if they are halfway through <br /> 21 building, they will not stop building but they may value-engineer. <br /> 22 Commissioner Hamilton said another example is an emergency. She said they want the <br /> 23 power to respond to disasters or emergencies. <br /> 24 Chair Bedford suggested removing the words "if required" and ending the sentence at <br /> 25 "withhold construction funds." <br /> 26 Kirk Vaughn said they fund the construction up front. He said this would be a single dollar <br /> 27 of construction spent. He said it is possible that this is not the best tool but if the school district <br /> 28 does not have a project management agreement, the Commissioners do not have to fund it. <br /> 29 <br /> 30 Slide #8 <br /> EMERGENCIES <br /> • By moving to project-based funding, districts are less <br /> able to reallocate funds to respond to emergencies or <br /> sudden failures. <br /> • To compensate for this restriction, the policy creates a <br /> process where school staff provide written request for <br /> immediate transfer to Manager and Budget. <br /> • Funds will be retroactively reallocated at next budget <br /> amendment. <br /> ORANGE COUNTY <br /> NVAI-H C:AROLINA <br /> 31 <br /> 32 <br />
