He said that a project-based <br /> 6 allocation will be stricter but projects for technical or smaller capital improvements will be more <br /> 7 flexible and meet a broad purpose or function category. He said it will change how the CIP looks. <br /> 8 Commissioner McKee asked what was meant by the statement: "Board can withhold <br /> 9 construction funds if required." <br /> 10 Kirk Vaughn said that is the Board's purview so they can decide if the allocation is withheld <br /> 11 during a budget project. <br /> 12 Commissioner McKee said he thought a different word should be used instead of <br /> 13 "required." <br /> 14 Chair Bedford said somewhere it talked about monthly meetings. <br /> 15 <br /> 16 Slide #7 <br /> OVERSIGHT AND AMENDMENTS <br /> • Per Statute, School Districts have some ability to <br /> exceed project budgets without BaCC approval, <br /> between 10-25% as set by BoCC. <br /> • This policy recommends 15%, based on review of peer <br /> county ordinances. <br /> • School districts won't be able to use this provision to <br /> exceed all budgets in total and are expected to use <br /> budget amendments to reallocate funds. <br /> • Policy recommends staff meet regularly to track <br /> progress ❑n all Major Projects, based on Wake County <br /> model.
