2 <br /> • Reduced speed zones and other traffic calming measures <br /> • Extending sidewalks to rural areas and filling in gaps in urban areas <br /> • Multi-use Paths and Greenways along major corridors and some secondary roads <br /> The County's Transportation Advisory Service (TAS) and Orange Unified Transportation Board <br /> (OUTBoard) recommended the SRTS be approved by the Board of County Commissioners. <br /> TAS Action: <br /> September 26, 2024 — Unanimous approval <br /> OUTBoard Action: <br /> September 30, 2024 — Unanimous approval with: <br /> • Narrative emphasizing each school to pursue Municipal and School Transportation <br /> Assistance (MSTA) with the North Carolina Department of Transportation (NCDOT) to <br /> address car line and its impact on State roads. <br /> • Add lineal feet or miles - to each sidewalk, bike lane, and/or side path <br /> • Increase priority for - No parking on state/town roads near schools, speed limit reduction <br /> and bike/ped recommendations. <br /> The final 2024 Orange County Safe Routes to School Plan (Attachment 1) was updated with <br /> OUTBoard action. <br /> FINANCIAL IMPACT: There is no financial impact at this time. Projects identified in the SRTS <br /> are pursued through variety of financial resources including but not limited to: U.S. Department of <br /> Transportation, North Carolina Department of Transportation, Metropolitan and Rural Planning <br /> Organizations resources and the 2022 County Transit Plan Update. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> OBJECTIVE 3. Support road projects that address congestion and reduce commute time <br /> using the County' s Complete Streets policy. <br /> OBJECTIVE 4. Coordinate transit investments with municipal and county land use <br /> planning to reduce vehicle miles travelled and to provide more equitable access to <br /> shopping, employment, medical centers, college campuses, etc. <br /> OBJECTIVE 5. Invest in implementing the County' s Safe Routes to Schools plan. <br /> OBJECTIVE 6. Update transportation related plans to provide more multi- modal options <br /> including rural Orange County. <br /> RECOMMENDATION(S): The Manager recommends Board approve Orange County SRTS <br /> Plan. <br />
