Vice-Chair Greene read the following proclamation: <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> PROCLAMATION <br /> Adult Education and Family Literacy Week—September 16-20, 2024 <br /> and <br /> Orange Literacy 40' Anniversary <br /> WHEREAS, literacy is a fundamental skill that empowers individuals and strengthens <br /> communities; and <br /> WHEREAS, adult education and family literacy programs provide essential education and support <br /> to adults and families, enabling them to achieve personal and professional goals; and <br /> WHEREAS, Orange Literacy, celebrating its 40' anniversary this year, has dedicated four <br /> decades to promoting literacy and has positively impacted the lives of thousands of adults and <br /> families; and <br /> WHEREAS, the commitment and efforts of Orange Literacy in providing educational opportunities <br /> and fostering a love for reading and learning are commendable and deserve recognition; and <br /> WHEREAS, Adult Education and Family Literacy Week serves as a reminder of the importance <br /> of literacy and the need to support literacy programs in our community; and <br /> WHEREAS, it is fitting and proper to recognize the achievements and contributions of Orange <br /> Literacy and to encourage continued support for literacy initiatives; <br /> NOW, THEREFORE, we, the Orange County Board of Commissioners, do hereby proclaim the <br /> week of September 16-20, 2024, as Adult Education and Family Literacy Week in Orange <br /> County, and commend Orange Literacy for its 40 years of dedicated service to our community. <br /> This the 17t" day of September 2024. <br /> A motion was made by Vice-Chair Greene, seconded by Commissioner Hamilton, to <br /> approve and authorize the Chair to sign the proclamation designating the week of September 16- <br /> 20, 2024 as Adult Education and Family Literacy Week in Orange County, and commending <br /> Orange Literacy for its 40 years of dedicated service to the community. <br /> VOTE: UNANIMOUS <br /> 5. Public Hearings <br /> a. Public Hearing Regarding a Proposed Economic Development Recruitment Incentive <br /> and Performance Agreement Between Orange County and Morinaga America Foods, <br /> Inc. <br /> The Board held a public hearing on the County's issuance of a proposed seven-year performance- <br /> based incentive agreement, with claw-back provisions, to induce the manufacturing expansion of <br /> Morinaga America Foods, Inc. in Orange County, NC. <br /> BACKGROUND: Local and state governments in North Carolina have the goal to promote <br /> economic development by encouraging the location of new businesses and the expansion of <br /> existing businesses.
