She said community <br /> systems are private water and wastewater systems that are only for specific developments. <br /> Commissioner Hamilton asked if there needs to be a policy change or is the barrier the <br /> cost. <br /> Perdita Holtz said in the 2010s there was a requirement removed from the development <br /> regulations that required a special use permit for community systems. She said they are <br /> expensive systems, but there may be a misconception that they are still not allowed. <br /> Commissioner Hamilton said it may be more an issue of education for the community. <br /> Commissioner McKee said that there are many community systems in Wake County. <br /> Vice-Chair Greene said her understanding of water and wastewater community systems <br /> is that they are better than they used to be. <br /> Commissioner McKee said they are essentially micro-municipal utilities that are limited to <br /> the development project. <br /> Chair Bedford said that the community then hires a company to manage the community <br /> system. She said that they are learning that they need to do more education in the community. <br /> Tom Altieri said there are some community water systems, but there is not an example of <br /> a conservation subdivision that incorporates both a community water system and a community <br /> wastewater system.
