Attachment 1 <br /> Non-STIP Summary <br /> High-Impact/Low-Cost: <br /> • Purpose- Deliver localized roadway improvements deemed to have substantial <br /> benefit while minimizing cost and project delivery time <br /> • State funded program - Introduced in 2017 legislative session <br /> • Approx. $3.5 million per Division per biennium, $1.5 million cap <br /> • Selection Criteria <br /> 0 30% Traffic Volume + 15% Accident Data <br /> 0 15% Existing Lane + 10% Existing Shoulder Width <br /> 0 5% Pavement Condition + 5% Mufti-Modal Benefit <br /> 0 10% Other Funding + 10% County Economic Prosperity Ranking <br /> • Local input solicited <br /> • Previous Orange County Projects <br /> o Extend northbound right turn lane on Churton Street at US 70 <br /> o Efland Cedar Grove Road- Widen lanes 2' and resurface <br /> • Examples of Potential Project Types <br /> o Intersection improvements (turn lanes, radius improvements, realignments) <br /> o Signalization or modification of existing signals <br /> o Widening lanes and resurfacing <br /> o Pavement strengthening <br /> o Other projects that do not require R/W acquisition or utility relocation <br /> Spot Safety/Mobility: <br /> • Purpose- Deliver smaller localized improvements to address identified safety and <br /> operational issues <br /> • Annual state budget - $400K - $750 cap, combined with other funding <br /> • Quarterly review for cost/benefit scoring on anticipated reduction in frequency <br /> and/or severity of crashes <br /> • Previous Projects in Orange County <br /> o Buckhorn Road at West Ten Road- Install all-way stop <br /> o NC 86 at Sawmill Road- Install flasher, channelization and sight distance <br /> o Old NC 10 at Lawrence Road- Horizontal Curve and superfetation <br /> • R/w acquisition and utility relocation costs are eligible but should be minimized <br /> • Examples of Potential Projects <br /> o Horizontal and vertical alignment improvements and sight line improvements <br /> o Signalization and/or modification to existing signal <br /> o Paved shoulders, rumble strips, all-way stop <br /> o Enhanced signing, markings, lane widening, <br /> o Intersection flashers, guardrail <br /> o Off-site improvements at public and private schools per to NCGS 136-18(29a) <br />
