ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.b <br /> Subject: Non-STIP <br /> Attachment: Non-STIP Summary <br /> Non-STIP Project List <br /> PURPOSE: To review provide comments on County's Non-State Transportation Improvement <br /> Projects (Non-STIP). <br /> BACKGROUND: Orange Unified Transportation Board (OUTBoard) reviews the County's Non- <br /> STIP projects on a quarterly basis. This is done in preparation for and following the quarterly <br /> meetings Count and local towns have with North Carolina Department of Transportation <br /> (NCDOT). NCDOT has a variety of funding sources to administer projects with local staff, without <br /> having to go through the State's Prioritization of Transportation (SPOT) process, these include <br /> and are not limited to (Attachment 1): <br /> • High Impact-Low-Cost Program - quantitative criteria for small projects with substantial <br /> benefit at minimum cost and delivery time. <br /> • Highway Safety Improvement Program (HSIP - link)— Federal program similar to Spot Safety, <br /> allows for higher costs and longer timeline. <br /> • Spot Safety/Mobility Programs (link) - small localized improvements to address safety, <br /> congestion and operational issues. <br /> • Highway Maintenance Improvement Program (HMIP-link)- repair and resurfacing of existing <br /> roads to restore operation and maintenance condition, in accordance with 4 year plan <br /> updated annually. <br /> Key stipulations: <br /> • Right-of-way acquisition or utility relocations completed. <br /> • Under contract within 12-24 months of funding approval. <br /> • Projects over$250,000 require resolution of support from local elected body. <br /> • Can be paired with other funding sources. <br /> • Most subject to Board of Transportation (BOT) approval. <br /> Orange County and NCDOT transportation staff analyze the road network, receive concerns from <br /> the public and try to find the most efficient and economical way to make immediate small scare <br /> improvements, administratively.
