46 Miranda A. and Yanisa T.with Nelson Nygaard provided an update on the plan. Miranda A. informed that <br /> 47 the plan recommends improvements to messaging and marketing: Transit Information Campaign and <br /> 48 Improve Demand Response booking. Heidi P questioned the 4 appendixes to the plan as they were not <br /> 49 in the packet. Clarification was offered by Nelson Nygaard and Nish T. as the Transit Plan is more for <br /> 50 public viewing while the Appendixes are for County Planning purposes. Gregory W. and Art M. brought up <br /> 51 issues with the regional transit hub as they might not be shown currently in the best areas to serve the <br /> 52 county.There was discussion regarding the 420 route and Hill to Hill as it had been presented to remove <br /> 53 stops and changes the routes, so they were aligned. <br /> 54 Motion:Joshua Mayo,with: <br /> 55 Upgrade Orange HS to a medium-term with walking access project <br /> 56 Updated ruraltransit hubs map to include full county and clarified that MOD is available countywide <br /> 57 Added/Changed language for the Hill to Hill to include weekend, evening, and matching alignments <br /> 58 and continued conversations with GoTriangle. <br /> 59 Emphasis hiring marketing services for the transit information campaign as budget allows <br /> 60 Added a highlight of the Climate Action Plan into the SRTP, in the Project Goals section <br /> 61 Second: Natalie Ziemba <br /> 62 Unanimously Approved <br /> 63 <br /> 64 b. 2024 Safe Routes to School Plan <br /> 65 Nish provided an update on the plan. Town of Hillsborough has requested a few changes by adding 3 <br /> 66 schools—Central Elementary, River Park Elementary and Hillsborough Elementary. Recommendations <br /> 67 to these schools would have to be discussed/agreed upon with the Town of Hillsborough. Sherry A. <br /> 68 questioned the issues with River Park Elementary due to the traffic flow for school pickup. Nish T. stated <br /> 69 he can get an answer to the concern.The carline is outside the scope of this project but can be corrected <br /> 70 as the school would have to work with NCDOT to correct the issues. Outboard will provide notice that <br /> 71 the board is aware of the issues and work with the consultant to get clear narrative to get the issues <br /> 72 resolved. Nish explained schools are aware of the Federal requirements for the Safe Routes to School <br /> 73 program and they have their own approaches. They were involved in the planning process. There were <br /> 74 concerns brought up as to when the research/field visit was completed-what was the weather,time,etc. <br /> 75 Infrastructure in North Carolina is challenging, with towns having more opportunities than Counties. <br /> 76 Rural areas require more local and federal commitment towards improving such infrastructure. Plans <br /> 77 like this and others help establish local support so that other funding opportunities could be made <br /> 78 available like SPOT,Transit Tax and other transportation related sources.
