Year-to-Date Budget Summary <br /> PURPOSE: To <br /> 1) Approve a construction contract with Landmark Management Partners, LLC for the <br /> renovation of the Efland-Cheeks Community Center and related Budget Amendment #2- <br /> D; and <br /> 2) Authorize the County Manager to sign the contract, subject to final review by the County <br /> Attorney and any subsequent amendments for contingent and unforeseen requirements <br /> up to the approved budget amount. <br /> BACKGROUND: In the FY 2024-34 Capital Investment Plan (CIP), $150,000 was funded to <br /> enclose the back patio of the Efland-Cheeks Community Center, providing an additional 360 <br /> square feet for center programming. Separately, the FY 2024-34 CIP also approved $25,500 for <br /> the replacement of the Center's sinks, toilets, water heater, and water fountains. The Efland <br /> Cheeks project also has a balance of $26,970 based on prior work on the building. <br /> A bid was issued on July 24, 2024, and seven (7) bids were received on September 12, 2024. <br /> The base bid includes the enclosure of the back patio along with additional work required to bring <br /> the bathrooms up to current Americans with Disabilities Act (ADA) standards. <br /> Landmark Management Partners, LLC was the low bidder, with a base bid of $168,816 (see <br /> Attachment 2—Certified Bid Tabulation). The bid included several alternatives, including Alternate <br /> #4 to replace the original patio slab with a new slab, as the original slab has no vapor barrier and <br /> was built to the construction standards associated with a patio and not an interior space. The total <br /> project budget, which includes the base bid, Alternate #4, and contingency, is $218,890. <br /> Budget Amendment #2-D provides the additional $16,420 needed to fund the balance of the <br /> project. <br />
