Kern Corporation of Greensboro, NC for the <br /> construction of the Fairview Park Tennis/Pickleball Court Expansion Project; <br /> 2) Authorize the County Manager to execute the Agreement, subject to final review by the <br /> County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board; and <br /> 3) Approve the purchase of lighting fixtures from Musco Lighting for the Fairview Park <br /> Tennis/Pickleball Court Expansion Project. <br /> BACKGROUND: In 2023, the Board of Commissioners approved the transfer of funding within <br /> the Capital Investment Plan for the expansion of the tennis court facility at Fairview Park. The <br /> scope includes constructing three new tennis / pickleball courts and site drainage improvements. <br /> In April 2024, Orange County published an Advertisement for Bids for the project. On April 25, <br /> 2024, the County received six (6) sealed bids from General Contractors. On June 18, 2024, the <br /> Board rejected all bids and authorized staff to rebid the project later in the summer when <br /> contractor availability could potentially increase, and costs may better align with available funding. <br /> A rebid was advertised and held on September 12, 2024. The County received five (5) sealed <br /> bids from General Contractors, with the lowest bid including two (2) add alternates (resurfacing <br /> the existing courts and providing 2 benches) for $561,500. This total amount reflects a savings of <br /> almost $180,000 from the initial bids earlier in the spring. <br /> This project is a highly weather dependent type of construction, but is hopeful to be finished by <br /> April 2025. <br /> FINANCIAL IMPACT: There is $910,000 in the Fairview Park capital project for this project. The <br /> low bid from H.M. Kern was $561,500, which does not include a separate contract for lighting. <br />
