19
1 Slide #35
JJ
2
3 Commissioner Richards asked if calibrating with the Mebane and Hillsborough plans
4 impact the economic development districts and activity and industrial transition nodes that the
5 county currently has.
6 Tom Altieri said there were relatively small reductions around the Hillsborough fringe. He
7 said on the Mebane side it would be an expansion.
8 Commissioner Richards asked if the economic development district maps would be
9 updated.
10 Tom Altieri said that the next step would be to prepare a single draft future land use map.
11 He said that would be part of the draft plan for the third and final engagement window. He said
12 they would be looking to home in on what those economic development districts would look like.
13 Commissioner Hamilton said she would like to see the impact of these alternatives on
14 equity. She said they should know if some of these alternatives are disproportionately affecting
15 communities.
16 Leigh Anne King said that as they begin looking at the future land use map that will be an
17 opportunity to get more finely grained on what areas are we potentially talking policy change and
18 having more specific discussions with the Board of Commissioners. She said that it has been a
19 higher-level, broad-brush test, and this will be pared down and more detailed. She described a
20 tool that is being used by Buncombe County to analyze development proposals.
21 Vice-Chair Greene asked if Clarion Associates coordinated with Chapel Hill and Carrboro
22 and their land use plans.
23 Leigh Anne King said they were assumed as part of the land use alternatives. She said
24 they assumed that joint planning areas that have been defined will continue to be as current policy
25 is today. She said they focused on unincorporated areas.
26 Commissioner Fowler asked if there were plans for better community engagement in the
27 Blackwood Station area.
28 Tom Altieri said there is not currently a meeting scheduled in the Blackwood Station area.
29 He said that they are trying to move meetings around.
30 Commissioner Fowler said that the community needs to be educated about this.
31 Commissioner Portie-Ascott said she would be interested in how diverse the attendance
32 will be at the proposed meetings. She suggested having representatives from the non-profit and
33 for-profit housing partners.
34 Tom Altieri said they are working with housing partners, but not specifically for the current
35 workshops. He said they are planning to host smaller community meetings during the next
36 engagement window and will rely on housing partners to notify members.
