11
1 Commissioner Richards asked if this alternative would expand the Buckhorn Economic
2 Development district farther than it currently stands.
3 Leigh Anne King said yes.
4 Commissioner Hamilton asked what water and wastewater community systems means.
5 Leigh Anne King said most developments are on private well and septic in the county.
6 She said well and septic is not suitable for more intense developments. She said community
7 systems are private water and wastewater systems that are only for specific developments.
8 Commissioner Hamilton asked if there needs to be a policy change or is the barrier the
9 cost.
10 Perdita Holtz said in the 2010s there was a requirement removed from the development
11 regulations that required a special use permit for community systems. She said they are
12 expensive systems, but there may be a misconception that they are still not allowed.
13 Commissioner Hamilton said it may be more an issue of education for the community.
14 Commissioner McKee said that there are many community systems in Wake County.
15 Vice-Chair Greene said her understanding of water and wastewater community systems
16 is that they are better than they used to be.
17 Commissioner McKee said they are essentially micro-municipal utilities that are limited to
18 the development project.
19 Chair Bedford said that the community then hires a company to manage the community
20 system. She said that they are learning that they need to do more education in the community.
21 Tom Altieri said there are some community water systems, but there is not an example of
22 a conservation subdivision that incorporates both a community water system and a community
23 wastewater system. He said the closest example is the Fiddlehead Corners development
24 proposal which has gone to the Planning Board.
25
26 Slide #20
MAlternative #4: Mixed Use Centers
Would allow two areas to provide
higher-density mixed-use
developments
Would support expansion of
Buckhorn Economic Development
Baseline District south of West Ten Road
Altemalti►►e * Mixed Use Centers to he located
adjacent to municipalities to
increase the feasibility for extension
of public water and wastewater
utilities
Would require changes to
water/wastewaterpolicies to allow
Allow Mixed-Else Centers and for expansion of public water and
New Employment in Strategic sewer systems to these sites
Locations
27
28
