11 <br /> 1 Commissioner Richards asked if this alternative would expand the Buckhorn Economic <br /> 2 Development district farther than it currently stands. <br /> 3 Leigh Anne King said yes. <br /> 4 Commissioner Hamilton asked what water and wastewater community systems means. <br /> 5 Leigh Anne King said most developments are on private well and septic in the county. <br /> 6 She said well and septic is not suitable for more intense developments. She said community <br /> 7 systems are private water and wastewater systems that are only for specific developments. <br /> 8 Commissioner Hamilton asked if there needs to be a policy change or is the barrier the <br /> 9 cost. <br /> 10 Perdita Holtz said in the 2010s there was a requirement removed from the development <br /> 11 regulations that required a special use permit for community systems. She said they are <br /> 12 expensive systems, but there may be a misconception that they are still not allowed. <br /> 13 Commissioner Hamilton said it may be more an issue of education for the community. <br /> 14 Commissioner McKee said that there are many community systems in Wake County. <br /> 15 Vice-Chair Greene said her understanding of water and wastewater community systems <br /> 16 is that they are better than they used to be. <br /> 17 Commissioner McKee said they are essentially micro-municipal utilities that are limited to <br /> 18 the development project. <br /> 19 Chair Bedford said that the community then hires a company to manage the community <br /> 20 system. She said that they are learning that they need to do more education in the community. <br /> 21 Tom Altieri said there are some community water systems, but there is not an example of <br /> 22 a conservation subdivision that incorporates both a community water system and a community <br /> 23 wastewater system.
