2 <br /> 1 Chair Bedford used her time to everyone to register to vote. <br /> 2 Commissioner Hamilton said she worked with Commissioner Portie-Ascott on the Bond <br /> 3 Education Committee this summer and has been busy working to educate the community about <br /> 4 the school bond on the November ballot. She said she attended Alliance Health board meetings <br /> 5 and the Capital Needs Work Group meetings as well. She said one of her favorite things was <br /> 6 attending Walk Fairview Day. She said during this event, youth interns from UNC presented <br /> 7 community needs they heard directly from residents. She highlighted the importance of young <br /> 8 people getting involved in advocating for their communities. <br /> 9 Commissioner Fowler said she is glad to see the alignment of agenda items to the <br /> 10 Strategic Plan. In terms of meetings, she said she attended the Board of Health Behavioral Health <br /> 11 subcommittee meeting on June 24th where the role of social media and screentime on adolescent <br /> 12 mental health was discussed. She recommended reading The Anxious Generation. She said she <br /> 13 attended the Board of Health meeting on June 261h and heard from Alliance Health, as well as a <br /> 14 second Board of Health meeting on August 28th where Cait Fenhagen presented on the Deflection <br /> 15 and Diversion Program and Tommy Green and Dr. Evan Ashkin presented on the FIT program. <br /> 16 Finally, she said she attended two IDEAL meetings and also worked on the subcommittee on <br /> 17 policy with the goals of increasing supply, providing financial assistance, and funding a community <br /> 18 facilitator/support position. <br /> 19 Commissioner Portie-Ascott said she attended the NCACC Conference this summer and <br /> 20 highlighted a presentation titled "Warning: Gale-Force Wind Gusts Ahead" from Dr. James <br /> 21 Johnson of UNC on major demographic shifts in North Carolina and across the country. She said <br /> 22 he focused on the aging population, migration patterns, and growing ethnic and racial diversity <br /> 23 and encouraged counties to embrace and adapt to these changes. She said she was proud that <br /> 24 Orange County was acknowledged at this conference for innovation in the Kinship Care Program <br /> 25 and that Cooperative Extension sponsored a youth delegate, Meg Prinzo, from Cedar Grove. <br /> 26 Finally, she encouraged small farmers to apply through Cooperative Extension to become the <br /> 27 2025 Small Farmer of the Year and win a $2500 award. <br /> 28 <br /> 29 4. Zoning Atlas Amendment— 1031 Frazier Road, Mebane, Cheeks Township <br /> 34 The Board held a public hearing, received the Planning Board and staff recommendations and <br /> 35 public comments, closed the public hearing, and considered action on an applicant-initiated <br /> 36 Zoning Atlas Amendment to rezone a +/- 112.17-acre parcel (PIN: 9835-74-8573) located at 1031 <br /> 37 Frazier Road, Mebane, Cheeks Township. <br /> 38 <br /> 39 BACKGROUND: On April 19, 2024, a Conventional Zoning Atlas Amendment application <br /> 40 (Attachment 1)was received proposing to rezone+/- 112.17 acres at 1031 Frazier Road, Mebane. <br /> 41 The Staff Report in Attachment 2 contains additional information, maps, and analysis. <br /> 42 <br /> 43 Requirements: As detailed within the Zoning Atlas Amendment application package (Attachment <br /> 44 1), and Section 2.8 of the Unified Development Ordinance (UDO), rezoning submittals are <br /> 45 required to contain: <br /> 46 <br /> 47 1. A completed/signed Zoning Atlas Amendment application; <br /> 48 2. A map, at a legible scale, showing the land proposed for rezoning; <br /> 49 3. A detailed narrative denoting the following: <br /> 50 a. The existing zoning of the subject property and the requested zoning, as defined <br /> 51 in Article 3 of the UDO; <br />
