Appendix C: Funding and Implementation Plan ORA RRANG ETRANSIT PLAN <br /> OUN I Y <br /> 1 TRANSIT FUNDING FTA 5311 Formula Grants for Rural Areas are distributed through <br /> the North Carolina Department of Transportation (NCDOT). In <br /> FY2025, NCDOT has allocated OCTS $165,435 in 5311 funds, and <br /> SHORT RANGE TRANSIT the same amount is estimated for the following years. <br /> PLANBUDGET At the state level, OCTS receives Rural Operating Assistance <br /> Program (ROAP) funds from NCDOT.
