1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: October 1, 2024 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Fiscal Year 2024-25 Ambulance Purchase <br /> DEPARTMENT: Emergency Services <br /> Fleet Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Kirby Saunders, Emergency Services <br /> Contracts Director, 919-245-6100 <br /> Robert Williams, Solid Waste & Fleet <br /> Services Director, 919-918-4904 <br /> Sarah Pickhardt, Division Chief of <br /> Emergency Management, 919-245- <br /> 6100 <br /> PURPOSE: To approve and authorize the Manager to sign all documents necessary for the <br /> procurement of three (3) Advanced Life Support (ALS) ambulances and the advanced purchase <br /> of one (1) Basic Life Support (BLS) ambulance. <br /> BACKGROUND: The FY 2024-34 Capital Investment Plan (CIP) included the purchase of three <br /> (3) Advanced Life Support (ALS) ambulances to be purchased during Fiscal Year 2024-25. Two <br /> of these ambulances are to be replacements for aged vehicles, and the third ambulance is an <br /> addition to the fleet to accompany the future Orange County Emergency Medical Services (EMS) <br /> substation co-located with the Town of Chapel Hill Fire Department. <br /> The supply chain impacts from the COVID-19 Pandemic continue to be felt across all public safety <br /> vehicle purchases. Many manufacturers have a backlog of vehicle orders to be fulfilled which <br /> delays ambulance orders between 24 and 36 months. Emergency Services and Fleet Services <br /> continue to partner to identify solutions to support the EMS fleet. <br /> Recent quotes from the vendors detail the current actual cost for the planned three (3) new <br /> ambulances at $1,650,971.49, which is $3,557.49 over the designated amount for ambulances <br /> and equipment within the Emergency Services Vehicle Replacement budget of the FY 2024-34 <br /> CIP. <br /> Because of the supply chain concerns, the Board of County Commissioners proactively <br /> authorized the advanced purchase of three (3) ambulances back in 2022. Two of these <br /> ambulances were received in September, and the third will be completed later this year. <br />
