All six of the devices are
scheduled to replace existing Version 2 LIFEPAK® units that are reaching end of life.
Stryker, Inc. is the sole-source provider for the LIFEPAK® 15 monitor/defibrillators. Stryker does
not allow any third-party vendors to sell this product. Orange County Emergency Medical Services
(EMS) operates with the LIFEPAK® 15 Monitor/Defibrillators on a daily basis.
Stryker is no longer able to obtain the electronic motherboard components to maintain and repair
the current Version 2(V2) LIFEPAK® 15 units. Orange County owns and operates twenty-eight
(28) LIFEPAK® 15 Monitor/Defibrillators, of which fourteen (14) are V2 monitors. With this
purchase, Stryker will buy back six (6) V2 LIFEPAK® 15's at $6,500 per device for a total of
$39,000. Emergency Services plans to replace the remaining eight (8) V2 monitors through the
ambulance purchasing process (two monitors) and as planned in the Capital Investment Plan for
2025-26 (six monitors).
By completing the purchase prior to November 1, 2024, Orange County's purchase will not be
affected by the anticipated 3.5% cost increase to all Stryker products in the FY 2024-25.
FINANCIAL IMPACT: Stryker has provided a quote for $234,667.20 for the six (6) LIFEPAK®
15 monitor/defibrillators. Emergency Services was allocated $289,000 in the Capital
Replacement Plan Budget, leaving a net difference of $54,332.80 remaining in the budget. This
savings includes the $39,000 in credit for V2 monitor buyback.
