Scope of Work <br /> and direction within two (2) rounds of prioritization to identify near- term project needs in an <br /> objective, data-informed manner: <br /> Prioritization Round 1 identifies potential criteria for evaluating priority and the relative <br /> weighting of each criterion. Criteria may include: safety, connectivity, demand, equity, public <br /> input, feasibility (constructability), and/or local priority. The PWG will vote on weights and <br /> composite scores will be shared for discussion and direction on next steps. <br /> Prioritization Round 2 involves review and discussion of a prioritized list of projects, as well as <br /> any necessary adjustments to evaluation criteria weights before finalizing the methodology. The <br /> Consultant will generate a technical memorandum to document the data inputs, evaluation <br /> criteria, relative weights, and the process of normalizing scores for this data-informed process. <br /> TASK 5 DELIVERABLES: <br /> • Technical memorandum of prioritization methodology <br /> • Prioritization spreadsheet with evaluation criteria, weights, and normalized scores <br /> TASK 6: IMPLEMENTATION RECOMMENDATIONS <br /> This task expands upon Task 5 to examine implementation in two different methods: feasibility <br /> and conceptual design, and planning-level cost estimates. First, the Consultant and Client will <br /> identify up to 10 higher-priority, near-term projects from Task 5 to receive a feasibility-level <br /> review and conceptual design (not more than 10% engineering-level design) of the proposed <br /> recommendation. These projects will be portrayed as "Project cutsheets", and will include <br /> graphic visualization(s) of potential treatments and refined planning-level cost estimates that <br /> support integration into NCDOT Project Delivery Network (PDN) and Prioritization (SPOT) <br /> processes. Second, planning-level cost estimates will be developed for all prioritized projects to <br /> provide a basic understanding of current and future project costs for budgeting. Probable <br /> funding sources or phasing will be incorporated. <br /> TASK 6 DELIVERABLES: <br /> • Up to 10 priority projects with individual cutsheets and visualizations <br /> • Planning-level cost estimates for all project recommendations <br /> TASK 7: POLICIES AND FUNDING STRATEGY <br /> This task contemplates policy and programmatic recommendations to complement facilities <br /> constructed through transportation improvement processes. Having reviewed current Orange <br /> County policies for consistency in Task 3 and discussed with stakeholders during the Task 2, <br /> the Consultant will recommend policy changes, which may include revisions to: <br /> • Unified Development Ordinance (2023) <br /> • Complete Streets and Vision Zero Policy (2022) <br /> • Public Participation Policy (2019) <br /> • Safe Routes to School Action Plan (2014 / 2024) <br /> • Bicycling Orange County brochure (2010) <br /> • Comprehensive Plan (2008) <br /> The Consultant will generate a matrix of policy enhancements, with appropriate partnerships, <br /> lead agency, and timeline(s). The Client will review these proposed enhancements and will <br /> collaborate with the Consultant to refine enhancements to the final set of recommendations. <br /> This Task also includes development of a funding strategy.
