Scope of Work <br /> • NC Moves 2050 Plan (2021) <br /> • Orange County Comprehensive Transportation Plan (2013) <br /> • Orange County Comprehensive Plan (2008) <br /> The Client will identify current transportation improvement projects, include existing, committed, <br /> and planned roadways, bicycle and pedestrian, and public transit improvement projects. The <br /> Consultant will review these identified projects for identified bike and pedestrian transportation <br /> improvements. CTT members will identify completed projects, errors, or omissions in prior <br /> plans, current or anticipated County priorities, and other pertinent information. <br /> The Client will identify and provide relevant GIS data and/or links to publicly available data as <br /> requested in the data needs list. These may include data from Orange County and its municipal <br /> jurisdictions, NCDOT Traffic Safety Unit (TSU), NCDOT Integrated Mobility Division (IMD), and <br /> the statewide NC One Map data library. The Consultant will integrate relevant GIS datasets <br /> from multiple sources into file geodatabase (.GDB) format, shared with the client team, and with <br /> the final plan appendix deliverable. Once assembled, the Consultant will analyze physical and <br /> infrastructure conditions throughout the study area, in addition to public destinations (parks, <br /> schools, grocery stores) and areas of interest for walking or biking. The Consultant will examine <br /> transportation-disadvantaged populations using the NCDOT IMD Transportation Disadvantage <br /> Index (TDI) planning tool, and utilize these findings for project prioritization. <br /> TASK 3 DELIVERABLES: <br /> • Review and summary of prior planning efforts and policy <br /> • Assembly of GIS data resources, and current mobility file geodatabase (.GDB) <br /> • List of planned roadway resurfacing projects <br /> TASK 4: MULTIMODAL ACCESS NETWORK <br /> The Consultant will use synthesized existing conditions (Task 3) and public feedback (Task 2) to <br /> construct draft network maps of pedestrian and bicycle facilities that are compatible with <br /> NCDOT Comprehensive Transportation Plan (CTP) categories. The Client team and CTT <br /> members will review these networks, and edits will be incorporated. The pedestrian network will <br /> form the long-term vision for linear pedestrian facilities and crossing facilities, and may include <br /> sidewalks, sidepaths, greenways, trails, midblock crossings, or intersection improvements. The <br /> bicycle network will form the long-term vision for linear bicycle facilities and crossing <br /> improvements, and may include shared streets, on-road bikeways, off-road bikeways, <br /> greenways, trails, or intersection improvements. <br /> The Consultant and Client will review and revise these networks in a collaborative, iterative <br /> process to prioritize consistency and facilitate ease of integration into future updates of regional <br /> transportation plans (CTP, MTP, STIP). Digital files and source data will be shared with the <br /> Client during the planning process, and upon completion of the project, as an appendix. <br /> TASK 4 DELIVERABLES: <br /> • Draft and Final Network Plans (Bicycle and Pedestrian) <br /> • Digital Network Plans (Bicycle and Pedestrian) <br /> TASK 5: PRIORITIZATION OF NETWORK GAPS <br /> This task refines the network plan developed in Task 4 to a prioritized list of project <br /> recommendations based upon designated evaluation criteria. The Consultant will identify <br /> network gaps, as well as an initial evaluation methodology based upon the 2024 Transportation <br /> Multimodal Plan prioritization process.
