Scope of Work <br /> The Consultant will develop a Public Involvement Plan (PIP) to coordinate outreach events, <br /> meeting formats, expectations, communications, and identify potential stakeholders. Public <br /> outreach methods will include the following: <br /> Project website: The Consultant will develop materials, purchase a website domain for a period <br /> of 24-months, and host a project webpage for this planning process. The website will include an <br /> online survey of mobility preferences and an interactive webmap that utilizes ArcGIS Online for <br /> identifying destinations, barriers, or safety hazards. After the 24-month period, the website <br /> domain will be available to transfer ownership to Orange County at their annual cost of renewal. <br /> Social media: The Consultant will prepare content before public meetings for the Client to <br /> share on its social media channels. The Client and CTT members will support promotion. <br /> Stakeholder listening sessions: The consultant will conduct up to four (4) virtual stakeholder <br /> sessions with groups of 6-20 attendees according to topic. The Client will be responsible for <br /> identifying potential attendees and schedule logistics. The Consultant will listen and document <br /> the discussion on-screen so that attendees are active participants that steer the conversation. <br /> Community pop-up events: The Consultant will participate in two (2) community events, <br /> identified in consultation with the Client, to inform community members about the project and <br /> solicit feedback. Ideally one or both community events will be concurrent with the Durham- <br /> Chapel Hill-Carrboro MPO's safety action plan engagement. The two events will be organized <br /> around different themes: identifying problems, local destinations or corridors/intersections of <br /> interest (Round #1) and refining the project draft recommendations and implementation strategy <br /> (Round #2). The Consultant will prepare event materials that can be re-used, and share with the <br /> Client and CTT members, so they can coordinate additional community pop-up events as <br /> needed and as the schedule allows. <br /> Public workshops (up to two): Formal public workshop are necessary in any planning process, <br /> and our team will make them interactive and fun so that attendees feel heard and valued. We <br /> expect two rounds of public meetings. <br /> • The first will address issues, challenges, and vision for mobility. <br /> • The second round will validate feedback and demonstrate the use of input in draft <br /> project recommendations. <br /> TASK 2 DELIVERABLES: <br /> • Public Involvement Plan (PIP) <br /> • (1) Project website, (1) Public survey, and (1) Interactive webmap, including <br /> • Community pop-up events (up to 2) <br /> • Stakeholder listening sessions (up to 4) <br /> • Public workshops (up to 2) <br /> • Summary of engagement strategies and feedback received <br /> • Source data and layouts for meeting displays (in appendix) <br /> TASK 3: BACKGROUND DATA ASSEMBLY AND PLAN REVIEW <br /> The Consultant will assess existing conditions relevant to the study, including both physical and <br /> policy/programmatic conditions. Prior planning efforts will be reviewed up to eight (8) plans, <br /> which may include: <br /> • Orange County Transportation Multimodal Plan (2024) <br /> • Orange County Safe Routes to School Plan (2024) <br /> • Orange County Transit Plan (2023) <br /> Page 2 <br />
