Scope of Work EXHIBIT B <br /> Orange County Bicycle and Pedestrian Plan <br /> Scope of Work, Schedule, and Fee Estimate 7 August 2024 <br /> The following scope of work is based on the RFLOI issued in May 2024, proposal response <br /> submitted in June 2024, an interview and discussion with selection committee members on <br /> Friday June 12, 2024, and a scoping discussion on June 19, 2024. <br /> The objective of the bicycle and pedestrian plan is to formalize a cohesive and actionable <br /> strategy for multimodal facility design, development, and implementation for the unincorporated <br /> areas of Orange County. <br /> The Stantec Team ("Consultant") will facilitate this planning process in partnership with: <br /> • Project Team ("Client") including Orange County and DCHC MPO staff; <br /> • Core Technical Team ("CTT" or"Committee") of approximately five (5) to 10 members. <br /> TASK 1: PROJECT ADMINISTRATION <br /> Stantec will prepare a Project Work Plan (PWP) and milestone schedule to organize the <br /> planning process and update the PWP in conjunction with monthly invoices. The Client will <br /> organize a Core Technical Team (CTT)who will regularly provide direction on analysis, <br /> feedback, and coordinate next steps. A subset of the CTT will form the Prioritization Working <br /> Group (PWG), who will specifically guide the data-driven evaluation criteria and prioritization <br /> process. Stantec will organize and facilitate meetings with the Orange County Project Team, <br /> Core Technical Team (CTT), and Prioritization Working Group (PWG). Involved members will <br /> be expected to share resources, drive conversation, provide direction, and perform outreach <br /> outside of meetings to drive participation in our engagement process. <br /> • Stantec will facilitate a virtual client kick-off meeting with the Project Team (comprised of <br /> the County PM and additional designee) to review goals, deliverables, communication <br /> strategy, data resources, roles, and scheduling needs. <br /> • Subsequent coordination meetings will be conducted virtually with the Project Team as <br /> needed, presumably biweekly or monthly, depending on level of activity. <br /> • Half of the CTT meetings (up to 5) will be held virtually, and half will be held in-person <br /> (up to 5) and concurrent with scheduled in-person public events. <br /> Stantec will prepare a data needs list and rely upon the Project Team to provide website links or <br /> obtain relevant GIS datasets, previous plans, policies, or other related resources. <br /> TASK 1 DELIVERABLES: <br /> • Conduct 1 (one) virtual project kickoff meeting <br /> • Client coordination meetings to review schedule logistics — presumably biweekly or <br /> monthly, depending on level of activity <br /> • Facilitate meetings with Core Technical Team (CTT), up to 10 total <br /> • Facilitate up to two (2) Prioritization Working Group meetings (PWG) <br /> • Generation of a Project Work Plan (PWP) and milestone schedule — updated monthly <br /> • Generate and share data needs list <br /> • Complete and submit monthly invoices <br /> TASK 2: PUBLIC AND STAKEHOLDER INVOLVEMENT <br /> Page 1 <br />
