369 <br />The following department officials submitted reports for the month of September, 1964: <br />Cashe Bogge, Dog Warden <br />James Wight, Welfare Director <br />Tom Bivins, Veterans Service Officer <br />E. M. Lynch, Clerk of Court <br />Mrs. Douglas Hill, of the Pleasant Green Community, expressed concern over the problem which <br />would arrise in that area from the Nauss River Dam and Lake. She states that she had learned of the <br />resignation of Charles Keith from the Orange County Planning Board, and that she would be willing to <br />fill this vacancy when the Board decided to appoint a replacement. Mrs. Hill was referred to Mrs. <br />B. B. Forrest to secure a copy of the proposed zoning ordinance which had been prepared by the Orange <br />County Planning Board. <br />James Wight, Welfare Director, presented the following Aid to the Blind Agenda: <br />REVISIONS <br />Name <br />Ollin S. This project concerns intensive patient care of <br />the indigent family. Mr. Wight stated that he had accepted this position on a consultive basis, and <br />with the approval of the Welfare Board. He further stated that if lecture times should conflict with <br />his office hours as Welfare Director, the time will be charged against his personal leave time. <br />Chairman Stanford Informed the Board of letters which had been received from the Hillsborough <br />Historical Society expressing their appreciation for their cooperation in the recent ceremonies honor- <br />ing John Berry. <br />Chairman Stanford read a letter of resignation from Bryant Smith, Assistant Farm Agent. <br />The Clerk presentee a report from the State Highway Commission Secondary Bead Department, <br />which showed that Timberly Drive, Stansbury Street and Ashe Place bad been accepted by that department <br />for addition to the secondary road system. A discussion ensued concerning other road petitions which <br />had not been accepted in this report, and the Board expressed concern that the work in Orange County <br />was moving so slowly. <br />The following road petition was submitted and the clerk was authorized to forward it to the <br />State Highway Commission: Flint Street. <br />Upon motion of Commissioner Cleveland,.seeonded by Commissioner Smith, the following School Bond <br />Resolution was introduced: <br />RESOLUTION ENDORSING $100 MILLION <br />STATE SCHOOL BONDS <br />WHEREAS, adequate public school buildings, as well as qualified teachers and <br />up-to-date courses, are necessary ingredients of a sound public school system; and <br />WHEREAS, the construction of necessary public school buildings is imposing an <br />ever-larger burden on county property taxes and county property taxpayers; and <br />WHEREAS, the General Assembly has offered to help counties meet this burden by <br />authorizing the issuance of $100 million in State School Bonds, subject to the approval <br />of the voters at the General Election on November 3; and <br />WHEREAS, if these State School Bonds are approved on November 3, the public schools <br />of Orange County will receive the sum of $748,214.27 for-use in building additional <br />school buildings when they are needed; and if these State School Bonds are not approved <br />the taxpayers of Orange County will have to raise this amount from property taxes; and <br />WHEREAS, this amount and more will be necessary in the immediate future if the <br />children of Orange County are to have adequate buildings in which to study and prepare <br />for a productive role.in the life of their community, the county, and the State; <br />NOW THEREFORE BE IT RESOLVED by the BOARD OF COUNTY.COMMISSIONERS of ORANGE COUNTY <br />that the State School Sonde be and they hereby are heartily endorsed, because they <br />will help provide the additional school buildings that our children need. <br />AND BE IT FURTHER RESOLVED that all the voters of Orange County be and they <br />hereby are urged to vote FOR the issuance of these State School Bonds at the General <br />Election on November 3. <br />ADOPTED this the fifth day of October, 1964.
