MINUTES <br /> ORANGE COUNTY BOARD OF SOCIAL SERVICES <br /> May 20,2024 <br /> Nancy Coston and Kim Lassiter Fisher spoke about the Guardianship program. DSS Director is <br /> appointed as the guardian, but the Adult Services unit manages the care. Recently, there has been <br /> an increase in the number of guardianship cases with complex mental health issues. Where able, <br /> DSS is contracting out the management of these newer cases. <br /> 2. Budget Update <br /> a. FY2024-25 Contracts <br /> Rebekah Rapoza gave an update on the results of the Request for Proposals for In-Home Aide <br /> Services and Legal Services. <br /> Six responses were received for In-Home Aide Services with one being marked as non- <br /> responsive because they did not submit all the required documents. The other five providers (All <br /> Ways Caring, First Watch Homecare, Ole Creek Health and Wellness, Premier, and Regional <br /> Home Care) are being recommended to the Board of County Commissioners (BOCC) for <br /> contracts. <br /> One response was received to provide legal services for Child Welfare and Adult Services. The <br /> response received was from our current attorney and is being recommended to the BOCC for <br /> contract. <br /> b. Outside Agency Funding <br /> Rebekah Rapoza gave an update on the County Manager's Outside Agency funding <br /> recommendations to the BOCC for the agency's that were reviewed by DSS Board. <br /> Based upon the results of the scoring, Bonnie is not recommending funding for four of the <br /> agencies (Big Brothers Big Sisters, Chapel Hill-Carrboro Public School Foundation, KidScope, <br /> and Piedmont Electric Helping Hand Foundation). One of the agencies, OE Enterprises, is being <br /> recommended to managed by Alliance; the contracts for the remaining agencies will be <br /> managed by DSS. <br /> 3. Director's Report <br /> After conversations with the County Manager and some local veteran groups, there has been a <br /> decision to move the Veteran Service Officer position from DSS to the County Manager's Office. <br /> The Social Services Institute is July 31 —August 2 in Hickory. There is a section designed just for <br /> DSS Board members all day Thursday. <br /> VII. Announcements <br /> Chris Barnes moved to adjourn the meeting at 5:31 pm.
